DIVISION 7. - STOPPING, STANDING, PARKING
Sec. 44-218. - Prohibited parking.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along Thornton Lane from Loop 1604 to Copper Way on either side of the roadway. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along Lower Seguin from Thornton Lane to Loop 1604 on either side of the roadway. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand, or park a motor vehicle or trailer along Schaefer Road from FM 1516 to FM 78 on either side. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along Scenic Creek 80 feet back from Kitty Hawk Road. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along 40 feet from Dream Ave to Coers Blvd and from 40 feet from Coers Blvd to Dream Ave. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along Copperbluff 40 feet back from the stop sign and 70 feet along Coppersky from the stop sign. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along Mesquite Pass 60 feet back from Kitty Hawk Road. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
It shall be unlawful to stop, stand or park a motor vehicle or trailer along the North side of Park Meadow 60 feet back from Misty Meadow towards FM 1976. Any motor vehicle or trailer that is in violation will be towed at owner's expense.
A NO PARKING ZONE shall be created for the following areas:
A distance of 200 feet North of Windburn Trail and 100 feet South of Windburn Trail along the west side of Toepperwein Road;
Along the West curb of Michelle Drive beginning at a point 45 feet South of the intersection of Michelle Drive and Deborah Drive and extending 75 feet around the curve towards Kimberly Drive;
Along the North curb of Ave. F at the intersection of South Seguin Road and extending for 100 feet along the curb towards Station Street;
Along the South curb of Ave. F at the intersection of South Seguin and extending for 50 feet along the curb towards Station Street;
The West side of the 400 block of South Seguin Street between the streets of Avenue D and Avenue E;
Daily, 8 a.m. to 12 noon, excepting weekends and holidays, shall be created along the East and West curbs of Norris Drive East at the intersection of Schaefer Road and extending to the intersection of Ralston Road;
Daily, 8 a.m. to 12 noon, excepting weekends and holidays, shall be created along the East and West curbs of Norris Drive West at the intersection of Schaefer Road and extending to the intersection of Ralston Road;
A 30-foot radius from the point of curvature of the North side curb at the intersection of School and Willow;
Along the North curb of School Street from the intersection of Station Street to the entrance drive to Rock of Faith Church;
Fifty feet East of the main driveway and 30 feet West of the main driveway along the North side curb of 9239 Converse Business Lane;
A 30-foot radius from the point of curvature on both sides of the intersection of Converse Business lane and Business Court;
Thirty feet along the West curb from the main driveway to 8711 Business Court;

Sec. 44-219. - Unlawful acts; enforcement; variance.
(a)It shall be unlawful for any person owning or having control of any commercial vehicle to include truck-tractor, truck, bus, trailer, semitrailer or pole-trailer having a rated capacity in excess of two tons according to the manufacturer's classification or which is more than 18 feet in length, seven feet in width; or seven feet in height to park the same:(1)Upon a public street within the corporate city limits, Bexar County, Texas, except when receiving or delivering property which is not the property of the owner or operator of said motor carrier to any person or place within the corporate limits of the city.(2)In designated park and ride locations.
provided however, this section shall not apply to the parking of said vehicles for such time as is actually necessary to load or unload passengers, freight or merchandise.
(b)It shall be unlawful for any person owning or having control of any boat, travel trailer, mobile trailer, motor home, utility trailer or camper to park same in the city at any location on any street adjacent to any single lot or real property unit.
A temporary permit for a variance, with a fee, for a period of time not to exceed ten days within a 30-day period may be obtained from the chief of police or designee (during normal business hours), upon presentation of evidence of necessity and as long as public health, safety and welfare are not compromised.
Temporary permit fee: $5.00 per day for the first five days, $10.00 a day for the next five days, for a total of ten days.
Boat, travel trailer, mobile trailer, motor home, utility trailer and camper can be occupied, have electrical and water connection while parked with a temporary permit. The permit must be placed so as it is visible for inspection.
Any person violating any provision of this section shall be guilty of a misdemeanor, and upon conviction shall be fined an amount not less than $1.00 and not more than $500.00. A reasonable attempt shall be made to contact the owner; if unable, the vehicle shall be towed at owner's expense. Effective October 1, 2012.
(c)The authority to enforce the provisions of this section shall be vested with the police department. Any person violating this section or any portion thereof shall upon conviction be guilty of a misdemeanor and shall be fined not more than $200.00 for each violation. Each and every day such violation continues shall be considered a separate offense and punishable accordingly. Vehicles that are not removed within a 24-hour period will be towed at the owner's expense.(d)The city manager or chief of police may grant a variance to this section for residential visitors upon written request by the vehicle owner.

Sec. 44-283. - Enforcement.
(a)The chief of police, or any member of the police department designated by the chief of police, is hereby authorized to issue parking citations for any motor vehicle, trailer, boat, or similar obstruction found parked or unattended in or upon a designated fire lane. The fire chief or his designated representative, the chief of police, or any member of the police department designated by the chief of police, is hereby authorized to remove any motor vehicle, trailer, boat, or similar obstruction found parked or unattended in or upon a designated fire lane by having such obstruction towed away. Such vehicle or obstruction may be redeemed by payment of the towage and storage charges at the owner's expense. No parking citations shall be voided nor shall the violator be relieved of any penalty assessed by a judge of the municipal court for any provision by the redemption of the obstruction from the storage facility.(b)In a prosecution of violations of this article, it is presumed that the registered owner of the motor vehicle is the person who stopped, stood, or parked the vehicle at the time and place where the offense occurred. An offense under this article shall not require a culpable mental state. It is the intent of this section to impose strict liability for any violation of this article.
